The space weather scales were developed in 1999. The 2019 National Space Weather Strategy and Action Plan and the Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act requires the scales to be updated in order to enhance the protection of National Security, Homeland Security, and commercial assets and operations against space weather.
